Hey I am sorry to contradict you but today I was delivered a Jio phone .It had no hotspot features although (I might not have seen) but It do have a WiFi.

Its locked because if the phone is released with a usable Hotspot, then people will use this free phone for using Jio internet on non 4g phones through phone Hotspot and not JIOFI!
